're learning the collision is the focus of an internal investigation. jackie bensen joins us at the west lanam hills. >> reporter: we have learned that investigators are trying to determined if the fire engine was complying with the department's general orders, including those regarding u-turns. police investigators have stated publicly that the engine was permitted by maryland law to use the emergency vehicles only cut-through to make a u-turn on the beltway. as it did so, the back of the fire engine was struck by a tractor-trailer. the cat trophic collision snarled traffic all day and left several injured. news4 has learned that the fire department is looking into whether the fire engine complied with the department's only general orders when it attempted to make the u-turn. sources say those orders may contain stricter rules about when a fire can use the -- mean why, the most seriously injured, he continues to recuperate after a 9 hour long surgery to reattach his arm. fellow firefighters are credited with icing the limb in time to get him to dr. higgins. he was part of the team of surgeons
